…as disciplinary panel indicts him for gross misconduct, abscondment
The Governing Board of the Federal Housing Authority, has upheld the dismissal of Hon. Abdulmumin Jibrin from service.
This was sequel to his earlier indictment by the FHA’s Disciplinary Committee for various acts of gross misconduct and abscondment from duty since October, 2022.
It was gathered that the board took the decision based on the recommendation of the Disciplinary Committee, upheld by the management committee which in turn recommended same to the board.
A highly placed FHA management source said, the Board took the decision at its meeting which held on Thursday, April 6th, 2023.
Jibrin who was recently elected to represent Kiru/ Bebeji Federal Constituency on the platform of the New Nigeria People’s Party, served as FHA’s Executive Director, Business Development until he was reassigned to take charge of Research and Innovation Development in October, 2022, when he allegedly absconded from his duty post.
The report which indicted the lawmaker indicated among other things, that Jibrin’s responses to queries issued while he was in the services of the FHA, were: “baselessly argumentative, egocentric and diversions from the substance of the allegations against him which for all intents and purposes could not absolve and or exculpulate him from the chains of allegations of misconduct against him.”
The report further stated, “In keeping with the principles of fair hearing and the need to avail him the opportunity to defend himself in person, call withnesses of his choice, cross examine witnesses, confront and reject where necessary the oral testimonies of some of the witnesses that were invited by the panel, an invitation was sent to Abdulmumin dated 15th February 2022, wherein he was asked to appear within 72 hours I.e 18th day of February, 2022, Abdulmumin Jibrin, failed, refused and neglected to honour the invitation of the panel. “
The panel held that this singular act was consistent with his antecedents which was replate with lack of remorse for wrong doing.
This, it further argued, had a single aim which was to “undermine the authority of the Federal Housing Authority, the supervising ministry and indeed the governing board of the authority. “
Based on its findings, the disciplinary panel in its recommendation to management, said, “It is the humble and dispassionate submission of this very distinguished panel that Abdulmumin Jibrin should be dismissed pursuant to the express provisions of Section 4 rule 030403 (c), 030402 (t), 030402 (e), 030407, 030413 of the PSR as well as Section 8.1.2 (b) (ii) b (iii), Section 8.1.7 Subsection (VI), (Viii), (XVi), (XIX of the Federal Housing Authority revised staff condition of service 2008.”
Further findings revealed that the federal lawmaker who was appointed into the FHA by President Muhammadu Buhari after an earlier stint in the House of Representatives, had had a running battle with his former employers.
It was gathered that the lawmaker earlier made an unsuccessful bid to stop the disciplinary panel from proceeding with its investigations / sitting by filing a matter before the court.
He allegedly argued that as an appointee of Mr. President, he was not subject to the internal processes of the FHA.
The court threw out his case thus returning the matter to the FHA management to continue its administrative processes.
Jibrin was then said to have written a resignation letter to the Office of the Secretary to the Government of the Federation, after the court gave judgement in favour of the FHA.
A top ranking member of the FHA familiar with the matter said, “Once you are engaged as a staff of any government agency, you are subject to the rules and regulations of the civil service and the agency engaging you. It’s as simple as that.
“The rules of the service makes it mandatory for all to follow laid down procedures when applying for or leaving service.
“You don’t go over and above your management and supervising ministry to send a letter to the SGF, that is even assuming but not conceding that you resigned.”
It was reliably gathered that the FHA Board has since submitted its report to the Minister of Works and Housing for its information.
